Goals
Jordan Customs endeavors to achieve a number of goals, which can be
summarized as follows:

Formatting
investment and enabling industry to be competitive to enhance the competency
of national economy.

Facilitating trade
exchange between the Kingdom and the other countries.

Collecting revenues
for the treasury.

Controlling
passengers and goods movements and transportations crossing the Kingdom’s
borders in conformity with the departments authorities under the current
regulations in force.

Combating smuggling.
-
Protecting the local
society and the environment from hazardons materials.
-
Contribution in
controlling the commercial activities to prohibit illegal businesses under the
current regulations in force.
Firstly: Promoting investment and enabling industry to be competitive to enhance
the competency of the national economy.
Jordan Customs focuses on creating appropriate conditions for the local
industry targeted at export and to produce goods at low costs and competitive
prices to enable them penetrate the foreign markets.
To achieve the above-mentioned goals, Jordan Customs took the following
steps:

Exemption of capital asset imports, machinery, equipment,
transportations, raw materials, and other requirements from customs duties
and taxes.

Suspension of duties through applying the “ Temporary Entry”
System on raw materials and industrial inputs and on unfinished articles to
process them for exportation.

Draw back of duties on raw materials and on industrial inputs,
in case the end product is exported.

Simplification of export procedures for local products through
authorizing the Customs Offices to finish all procedures without consulting the
main clearance offices and to finish all needed paper work in one step by one
employee.

Exemption of exports from customs tariff duties.
Secondly: Facilitating trade exchange between the Kingdom and
the other countries:
Jordan Customs endeavors to facilitate commodities movement and goods
exchange on the international level, and to eliminate all the obstacles through
reducing customs duties on imports, exemption of a large number of goods, and
through conducting negotiations with other countries and signing commercial
agreements with them.
However, the department works on simplifying procedures and computerizing them
to encourage trade sector and reduce the time needed to execute customs
declarations, and to complete all customs procedures on the Single
Administrative Declaration ( SAD), such as inspection, valuation, and
harmonization through a single customs clearance office and a single customs
officer.
The department allows also, through Customs Law, establishing public and private
warehouses to store goods under “ Suspended Duties” System. Goods are then
divided and put in free circulation when needed.
Thirdly: Collecting revenues for the treasury:
Jordan Customs has a great financial role as the case is in the rest of
Third World Countries. Customs revenues reached about 43.7% of Gross Local
Revenues in 1999, and about 38% of Gross General Revenues.
Fourth: Controlling passengers and goods’
movements and transportations crossing the Kingdoms borders in conformity with
the department’s authorities under the current regulations in force.
Fifth: Combat smuggling:
Jordan Customs plays a great role in protecting the national economy by
controlling the borders and combating smuggling.
Sixth: Protecting the local society and the
environment from hazardous materials.
The department also plays an important role in protecting society effectively
from hazardous, poisonous and dangerous materials through collaborating with the
concerned sectors such as Drugs Enforcement Department.
Seventh: Contribution in controlling the commercial activities to prohibit
illegal businesses under the current regulations in force.
