Article 148:

For the purpose of simplifying procedures and despite what is provided for in Article 69 of this Law, the Minister may waive the procedures regarding the inspection of goods and be satisfied with the presented documents for the direct clearance of those goods under provisions and terms issued by the Director and published in the Official Gazette.
