Temporary Admission of Foreign Private Vehicles

Temporary Admission of Foreign Private Vehicles

Pursuant to the powers authorized to me under Article 139 of the Customs Law No. (20) of the year 1998, the following directives shall be followed:

Article(1):

Foreign vehicles of Jordanians, Arabs, and foreigners coming for temporary residence in the Kingdom shall be granted temporary admission as follows:

a. Vehicles that are guaranteed by a trip- tiquet shall be granted 6 months sojourn directly from 
the Customhouse concerned.

b. Vehicles that are not guaranteed by a trip- tiquet shall be granted 3 months sojourn and may be extended for another 3-month -period by the Department.

Article (2):

To benefit from those directives, the following conditions shall be met:

a. The vehicle:
1.Should be registered in the country where it is licensed, and has a valid license and does not have export plates.

2.Should have local insurance covering the Jordanian territories during the granted period.

3.Submit a certified International Trip-Ticket; otherwise, specification of the vehicles will be listed down on the owner’s passport.

b. The person concerned:

1.Must be the owner of the car or authorized to drive it under a private proxy issued and authenticated from the country where the car is registered.

2.Other than citizens of that country, he should have a valid residency in the country where the vehicle is registered.

3.Should have a valid driving license from the country of the car, or an international driving license or a Jordanian one.

Article (3):

Taking into consideration the provisions of Articles (1&2) of these directives, the following terms must be met to grant Iraqi, Lebanese, Saudi, and German cars a three-month temporary admission period from the entry Customhouse: 

a) The Jordanian coming in an Iraqi car must be a resident in Iraq for more than 6 months, and ust present an evidence proving that he has a business in Iraq. 

b) Jordanians residing in Lebanon should have an accredited residency separated from the passport, the official card of Lebanon shall be approved. 

c) Saudi exit and re-entry visas for non-Saudis shall be considered as a residence permit for non-Saudis.

d) Residence stamped on passports of citizens residing in Germany shall be approved, while 
tourism visas stamped on the holder’s passport are not accepted. 

Article (4):

 a. Provisions of the Trip-ticket:
1. Must be valid for the whole sojourn.
2.Must be accepted by Jordan Customs.

b. Procedures concerning the Trip-ticket:

1. Number/date and granted period must be stated in the trip- ticket. 
2. Customs keep entry/exit sheets at entry/exit points.
3. Date/number of the vehicles’ clearance declaration must be stated in the trip-ticket.



Article (5):

Facilitations for Arab and foreign students studying at Jordanian universities and colleges and participating in military courses:

a) It is allowed for Arab and Foreign students studying at Jordanian universities and colleges and those participating in military courses to renew their vehicles’ temporary-entry permits during studying provided that customs duties must be guaranteed by a Trip-Ticket recognized in Jordan or by a bank security bond or an undertaking from the embassy. In case the Trip-Ticket has expired in the Kingdom, the car entry may be renewed for a period not exceeding three months until the required guarantees are renewed, and that the specifications of the car must be stamped on their passports or present an undertaking from their embassies, and an evidence indicating that the person concerned is still studying.

b) Taking into consideration the provisions of Article (11) of these directives, and in case that the license of the cars of the persons mentioned in paragraph (a) above has expired during studying, the cars entry permit shall be extended for no more than three months during the rest period of study.

c) Taking into consideration the provisions of Article (2/b/1) of these directives, the Arab or foreign student granted temporary entry for his/her car may ask to permit another student to drive the car provided that he/she should submit an authorization authenticated and issued from the embassy of the country of the car permitting the other student to drive the car.

d) It is permitted to renew the entry of foreign cars entered with Arab and foreign students during the summer term in case they do not register in this term provided that the beneficiary must not be a graduate, and an evidence from the university should be presented.


Article (6):

It is permitted to renew the entry of foreign cars owned by Jordanian students holding two different nationalities and studying in Jordanian universities according to the international system just like other Arab and foreign students.

Article (7):

In order to leave the borders without the car registered in his/her name, Jordanians must do the following:

1.The temporary entry license should be valid.

2.The entry license must be kept with the exit office, and that the owner of the car should come back to take it during its validity.

3.In case the owner comes back during the stated period, he will be given the entry license,otherwise, the license will be sent to the Department to follow up.

4.A file at each border Customhouse must be made to keep the entry licenses mentioned in this Article.


Article (8):

a)The temporary entry permit for visitors or tourists cars may be extended for a period not exceeding six months in a year, and according to the terms and procedures provided for in these directives.

b)The following cases shall be exempted from the provision of paragraph (a) of this Article provided that the beneficiary must not have a Jordanian passport:

- The entry of the cars entered under temporary admission status with Arabs, foreigners and investors shall be renewed for a period of nine months provided that they should present a certificate from the Ministry of Industry & Trade proving that he is registering an investment  company or enterprise.

- Grant the citizens of Arab and foreign countries coming in their cars an entry for nine months provided that they must be guaranteed by a trip- ticket or a bank guarantee, and prove that he has a house or a farm in his name, and that the person concerned must not be allowed to use another car before the elapse of three months on the exit of the first car.

- Grant the cars entered with princes, ministers, diplomats, and VIP from Arab and foreign countries an entry for ten months provided that they must be guaranteed by an approved trip-ticket or a bank guarantee, after the first six months of their entry into the Kingdom.


Article (9):
 
a) Diesel saloons shall be granted a temporary entry permit for one month from the entry office, and shall be renewed from the Department for a period not exceeding two months against a trip- ticket or a bank guarantee. 

b) Motorcycles with non-Jordanians shall be granted a one- month temporary entry permit provided that they meet the prescribed terms and hold a recognized Trip-Ticket. Jordanian citizens are not allowed to bring motorcycles. 

c) Cars entered into the Kingdom with temporary entry plates from another country shall be granted two months and shall not be renewed.

d) Cars entered with foreigners shall be granted 3 days passage permits from the entry office in case the residency conditions in the car’s country are not met, and the specifications of the car shall be stated in the passport of the person concerned. If residency conditions in the car’s country are not met for Jordanian citizens coming in their cars, then the car shall be transferred under a customs declaration to the Customhouse concerned.

Article (10):

a) More than one member of the family (wife, husband, son, daughter, mother, and father.) can be included in the temporary-entry permit for foreign vehicles owned by Jordanians/non-Jordanians when they meet the prescribed terms.

b) It is allowed to include in the temporary entry permit the name of a Jordanian for the following purposes:

-To drive a foreign car with a person from the citizens of Arab or foreign countries coming for 
medical treatment who must present a report indicating that he can not drive the car. 

-To drive a car with a foreigner and take him to the tourist places in Jordan provided that he must present a valid driving license for the period specified by the Director General or his representative.

Article (11):

a.It is not allowed for one person to enter more than one car unless the other car is registered in his name and driven by a member of his family or his driver and who in turn meets the prescribed terms. 

b.Jordanian official proxies shall not be accepted for using foreign cars, except for re-exportation or customs clearance. 

c.It is not allowed to enter a car in the name of the wife of a Jordanian (regardless of her nationality) unless she meets residence conditions with her husband abroad.

d.Jordanians who are car-dealers and/or their drivers shall not benefit from the facilitations mentioned in these directives.

e.The entry permit of cars whose license has finished in the Kingdom shall be extended during one month as of the date of termination.

f.German cars shall not be granted temporary entry if the ownership card is not valid.

g.Taking into consideration the provisions of Articles (5,6,8) of these directives, it is not allowed to grant any person a temporary entry permit for more than six months with the guarantees either he is the owner of the car or authorized thereof, and if the car is entered with the authorized person the period will calculated on both the owner and the authorized person.

h. A car entry permit shall be extended for one month in case the driving license has expired until renewing the license or produce a notice from the License Department permitting the person concerned to drive the car.

i. Traffic fees shall be collected in accordance with the Traffic Law after 3 months of the date of entry into the Kingdom. Traffic fees shall also be calculated on violation periods.

Article (12):

Directives No. (11) of 1999 shall be abolished.

Article (13):

These directives shall come into force as of the date of their publication in the Official Gazette.
